Al Hidayah, RT. 04/RW. 03, Kelurahan Bedahan, Kecamatan Sawangan, Kota Depok diduga dibangun tanpa dilengkapi dokumen Izin Mendirikan Bangunan (IMB), dan hal tersebut merupakan tantangan Walikota Depok, H. M. Idris Abdul Somad.
Sumber media ini mengatakan, pemilik bangunan bernama Oki diduga telah mengucurkan sejumlah uang ke beberapa pihak dengan nominal Rp 20 jutaan per orang untuk memuluskan pembangunan perumahan yang bermasalah tersebut.
Perumahan ‘Bunga Residence’ menurut rencana akan membangun 47 rumah, saat ini telah terbangun 6 unit rumah, membuat masyarakat yang tinggal di RT. 05/RW. 04, Kelurahan Bedahan mengirimkan protes atas berdirinya perumahan tersebut ke Satpol PP Kota Depok, Jum’at, (12/11/2021).
Protes Masyarakat lewat WA aduan Satpol PP kota Depok tersebut berisikan tentang berdirinya ‘Bunga Residence’ tersebut membuat sluran air melewati tempat Ibadah Musollah ‘Nurul Qolbi’ menuju Jl. Bungsan tidak dilanjutkan (salurannya buntu/terhenti di tepi Jl. Bungsan-red) karena di Jl. Bungsan sendiri belum ada saluran airnya, dan bisa mengakibatkan rumah Warga kebanjir jika turun hujan.
Demikian Warga RT. 05/RW.04, Kel. Bedahan yang berinisial Di kepada sejumlah Wartawan, di bilangan Jl. Bungsan, Senin,(15/11/2021).
Di menambahkan, bahwa protes yang di kirim lewat WA aduan tersebut hingga saat ini belum ada tanggapannya dari Kasat Pol PP Kota Depok, dan yang diharapkan agar Kasat Pol PP meninjau langsung ke lokasi Mini Estet ‘Bunga Residence’ agar mengetahui dan melihat secara laangsung kondisi di lapangan agar tidak ada fitnah. “Dan apabila tidak ada tanggapan dari pihak Pemerintah Kota Depok C/q Satpol PP, maka masyarakat yang lain akan demo ke Kantor Walikota,” tandas Di ke pada sejumlah Wartawan.
Terkait protes Warga RT. 05/RW.04, yang berinisial Di tersebut, Wartawan meminta tanggapan Ketua LPM (Lembaga Pemberdayaan Masyarakat) Kel. Bedahan, Rizal Antoni lewat Wa, Senin, (15/11/202).
Rizal mengatakan, bahwa pihaknya mengajak sama-sama untuk melihat ke lokasi perumahan tersebut, dan pihaknya juga sudah mengetahui perumahan tersebut berdiri belum mengantongi IMB, “Kapan Bang Kita sama-sama lihat ke Lokasi,” ajak Rizal kepada Wartawan.
Di tempat terpisah, Pengamat Perkotaan, Ir. Amar Marhasan menanggapi dugaan berdirinya Mini Estet “Bunga Residence” mengatakan, kalau memang perumahan tersebut berdiri belum dilengkapi dokumen IMB, berarti pengembang tersebut telah melanggar Peraturan Daerah (Perda) Kota Depok Nomor 03 Tahun 2019 tentang Perizinan dan Non Perizinan. Kemudian juga melanggar Perda Kota Depok Nomor 01 Tahun 2015 Tentang Rencana Tata Ruang Wilayah dan Perda Kota Depok Nomor 02 Tahun 2016 tentang Perubahan Atas Perda Nomor 12 Tahun 2013 tentang Bangunan dan IMB.
Dia juga mengatakan, bahwa Lurah Bedahaan, Hasan dan Camat Sawangan, Anwar Nasihin dengan adanya protes Masyarakat RT. 05/RW.04, Kel. Bedahan tersebut harus cepat tanggap dan turun ke bawah sebelum Walikota tahu adanya sebuah perumahan Estet Mini ‘Bunga Residence’ berdiri tanpa IMB yang mengakibatkan Masyarakat tidak nyaman, “Seharusnya pihak-pihak yang terkit atas pengawasan dan penindakan harus menindaknya dengan tegas agar tidak trjadi hal-hal yang tidak diinginkan bersama,” pungkasnya.
Sedangkan menurut pengamatan sejumlah Wartawan ke Lokasi ‘Bunga Residence’ terlihat saluran air terbuka tidak ada dan yang ada saluran air dibawah jalan (gorong-gorong) dan itu pun saluran gorong-gorongnya berhenti di depan Musollah Jl Bungsan.
