Bogor,BarisanBerita.com,- Perkembangan produksi budidaya ikan hias Indonesia dari tahun ke tahun terus mengalami peningkatan yang sangat siginifikan. Tingginya minat terhadap ikan hias Indonesia saat ini membuat semakin banyak pembudidaya ikan ataupun para pedagang yang menjadikan ikan hias sebagai komoditas andalan, sehingga memiliki potensi meningkatkan ekonomi nasional. Selain itu, ikan hias pemasarannya dihargai dengan sistem per ekor sehingga lebih menekankan kualitas, dan bisa dilakukan di lahan sempit sebagai usaha sampingan

Jika tidak memiliki lahan yang cukup, budidaya ikan hias bisa juga dilakukan di dalam akuarium atau bak semen yang cukup kecil. Usaha budidaya ikan hias ini sangat menguntungkan jika dibandingkan dengan budidaya ikan konsumsi yang pemeliharaannya hampir sama tetapi lebih menekankan kuantitas karena pemasarannya memakai sistem kiloan. Selain itu ikan konsumsi juga memerlukan lahan yang luas dan sarana yang lebih banyak.

Selain itu alasan mengapa budidaya ikan hias dipilih selain memiliki nilai jual yang tinggi, proses pemijahan dan perawatan benih tidak terlalu membutuhkan modal yang besar dan usaha pembenihan/dibudidayakan ikan hias tersebut masih di didaerah tertentu saja sehingga masih memiliki potensi yang luas. Terkadang penggemar ikan hias bersedia mengeluarkan uang hingga jutaan rupiah untuk memiliki seekor ikan hias yang diidam-idamkannya. Hal inilah yang membuat harga ikan hias melambung tinggi.

Selain faktor kesukaan, faktor keindahan ikan hias juga turut andil dalam menentukan harga. Secara umum ikan hias yang memiliki bentuk, warna, corak yang indah akan berharga cukup mahal. Di sinilah letak kunci keberhasilan budi daya ikan hias, menghasilkan ikan-ikan yang indah dan berkualitas bagus. Ada beraneka ragam Ikan Hias Bernilai ekonomi cukup tinggi antara lain ikan Koi, Manfish, Koki, Niasa, Redfin, Lemon, Komet, Sumatra barb, Black Ghost , Aligator, Arwana dan ikan hias jenis lainnya. Ikan-ikan hias tersebut merupakan ikan hias yang biasa dicari para hobbies dan dibudidayakan petani ikan.

Prospek bisnis ikan hias memang sangat menjanjikan. Apalagi ikan hias Indonesia memiliki keragaman baik bentuk tubuh dan warna yang indah sehingga dipercaya dapat mengurangi stress oleh para pencinta ikan hias atau para hobbies baik di Indonesia maupun di dunia. Dan didukung oleh potensi ikan hias Indonesia yang sangat besar, baik dari segi produksi maupun jenisnya. KKP mencatat jumlah spesies ikan hias air tawar sebanyak lebih dari 450 spesies dari total 1.100 species ikan hias air tawar di dunia. Untuk ikan hias air laut Indonesia memiliki lebih dari 700 jenis spsies. Potensi ini memeberi peluang Indonesia di pasar Internasional untuk menjadi eksportir terbesar didunia.

Peluang Bisnis Ikan Hias

Peluang bisnis ikan hias masih terbuka lebar. Ikan hias air tawar bagi sekumpulan masyarakat bagaikan kebutuhan primer meskipun sebagian orang menganggap sebagai kebutuhan sekunder bahkan penggila ikan hias membuat honi ikan hias menajdi hobi yang mewah dan bergengsi. Selain itu nilai jual ikan hias air tawar terjangkau untuk masyarakat umumnya, meskipun ditemukan beberapa jenis ikan memiliki harga yang mahal namun masih tetap diminati.

Saat ini Indonesia mampu membudidayakan hampir 100% ikan-ikan hias air tawar dari negara lain yang berasal dari perairan tropis atau dengan suhu udara yang mirip dengan suhu udara di Indonesia. Hal ii membuka peluang bisnis yang sangat besar untuk memproduksi berbagai jenis ikan hias di Indonesia. Ikan hias asli Indonesia (Botia) menjadi ikan primadona dunia sepanjang masa dan tetap dibutuhkan sebagai komoditi lokal dan ekpor sampai sekarang.

Tantangan Utama Pengembangan Ikan Hias

Bisnis ikan hias di Indonesia saat ini masih banyak menemui kendala. Sebagian bisnis / usaha produk ikan hias masih unreported, uncontrolled dan sebagian unregulated. Di samping itu istem penanganan secara nasional untuk hulu ke hilir belum terintregrasi dengan baik, belum sepenuhnya memiliki standarisasi, kurangnya national branding dan masih adanya overlapping kewenangan untuk komoditi tertentu.

Ikan hias yang diproduksi harus sesuai dengan permintaan pasar dengan kualitas baik, serta memperhatikan kontinuitas jumlah dan ukuran seragam, sehingga ikan hias Indonesia dapat bersaing di pasar global. Berikut ini adalah tantangan utama pengembangan ikan hias di Indonesia yang harus menjadi perhatian di antaranya : Regulasi, Daya saing, Dukungan logisik, Ketersediaan data, Kepercayaa konsumen (trust), Branding, Kualitas produk, Sertifikasi (SNI), Distribusi, SDM aparatur, Sarana dan prasarana, Kelembagaan, Anggaran.

Perkembangan Produksi Ikan Hias di Kabupaten Bogor

Posisi Kabupaten Bogor sebagai kawasan penyangga Jakarta sebagai lbukota Negara sangat berpengaruh terhadap perkembangan ikan hias air tawar. Tersedianya infrastruktur yang memudahkan berlangsungnya transaksi ekonomi antar provinsi, memberikan nilai tambah dalam mempercepat pertumbuhan ekonominya. Dari sisi potensi sumberdaya lahan yang tersedia, Kab. Bogor memiliki potensi lahan dan ditunjang dengan kondisi iklim tropisnya sangat memungkinan untuk pelaksanaan aktivitas usaha pembudidayaan ikan sepanjang tahun.

Untuk mendukung pertumbuhan ekonomi dan pemanfaatan alam serta pemberdayaan masyarakat di Kabupaten Bogor, pengembangan kawasan pertumbuhan ekonomi berbasis perikanan budidaya yang terintegrasi merupakan suatu hal yang harus dilakukan.

Kabupaten Bogor telah melaksanakan berbagai upaya guna meningkatkan sektor perikanan baik dari sisi peningkatan produksi maupun penyerapan tenaga kerja dengan memberikan dukungan berupa penetapan kawasan minapolitan di Kabupaten Bogor, bantuan fisik maupun non fisik, berupa beberapa bantuan kepada pelaku usaha perikanan di terutama para pelaku usaha perikanan yang ada di kawasan minapolitan baik berupa bantuan langsung Mandiri (BLM) kepada masyarakat (program pengembangan usaha mina pedesaan) maupun berupa prasarana dan sarana perikanan seperti calon induk ikan, pakan dan alat-alat budidaya lainnya.

Di Bogor terkenal dengan jenis ikan jenis Tetra ( Neon Tetra, Cardinal Tetra, Red Nose) dan ikan Arwana Super Red. Selain ikan hiasnya Bogor juga terkenal dengan produksi tanaman air dan udang hiasnya (udang Red Bee). Sarana pendukung untuk pemasaran ikan hias juga telah tersedia di Kabupaten Bogor, di antaranya :

  1. Depo ikan hias Cibinong dan Laladon
  2. Pasar benih ikan Ciseeng
  3. Raiser Cibinong
  4. Pasar—pasar umum
  5. Eksportir

Permasalahan Pengembangan Ekspor Ikan Hias Air Tawar Kabupaten Bogor

Permintaan ikan hias di Kabuapaten Bogoruntuk ekspor terus mengalami peningkatan, tapi pembudidaya tidak mampu memenuhi permintaan karena keterbatasan modal untuk produksi dan keterbatasan pengetahuan tentang budidaya berbagai jenis ikan hias air tawar yang sangat beragam dan sangat berbeda karakteristiknya dengan perikanan konsumsi.

Permasalahan pengembangan komoditas ekspor ikan hias air tawar di Kabupaten Bogor, antara lain :

  1. Keterbatasan benih unggul.
  2. Keterbatasan pengetahuan dan keterampilan tentang teknik budidaya ikan hias air tawar terutama untuk jenis-jenis ikan hias yang baru. Hal ini dapat disebabkan oleh kurangnya pembinaan dari tenaga penyuluh dan kurangnya program-program pelatihan yang dapat meningkatkan kualitas pembudidaya.
  3. Keterbatasan akses terhadap pakan dan obat-obatan.
  4. Kurangnya update informasi tentang jenis-jenis ikan hias air tawar baru yang dapat diekspor.
  5. Belum adanya kebijakan zonasi produksi ikan hias air tawar berdasarkan jenis ikan di Kabupaten Bogor.

Kurangnya promosi dan branding Kabupaten Bogor sebagai sentra penghasil ikan hias air tawar.

  1. Belum adanya model kelembagaan dan program terpadu dalam meningkatkan ekspor ikan hias air tawar.
  2. Eksportir ikan hias Kabupaten Bogor sering kesulitan memenuhi order berbagai jenis ikan hias karena sering terjadi kelangkaan berbagai jenis ikan hias di Kabupaten Bogor sehingga eksportir harus membeli dari luar Kabupaten Bogor (Bekasi, Tanggerang, Depok, Bandung dll).
  3. Potensi pasar ekspor ikan hias yang sangat besar belum dimanfaatkan secara optimal oleh pelaku usaha ikan hias Kabupaten Bogor karena pengembangan perikanan di Kabupaten Bogor selama ini masih lebih diprioritaskan pada sektor perikanan konsumsi (minapolitan).

Kelembagaan Komoditas Ekspor Ikan Hias Air Tawar Kabupaten Bogor

Dalam rangka meningkatkan ekspor ikan hias ar tawar di Kabupaten Bogor, diperlukan model kelembagaan terpadu. Kelembagaan ini mencakup kelembagaan instansi pemerintah sebagai regulator dan fasilitator dan kelembagaan di tingkat pelaku usaha.

Adapun kelembagaan di tingkat pelaku usaha ada 3 (tiga) level yaitu kelembagaan di level pembudidaya, kelembagaan raiser dan kelembagaan di level eksportir.

  1. Pertama level pembudidaya. Pada level ini, kelembagaan yang harus dibangun adalah Kelompok Pembudidaya dan Gabungan Kelompok Pembudidaya.
  2. Level kedua adalah raiser kecil. Keberfungsian raiser kecil merupakan prioritas utama. Raiser kecil berfungsi sebagai : Penampung produk-produk dari pembudidaya, Penyangga produk untuk ekspor, Penyedia informasi produk dan pasar ikan hias air tawar. Untuk efisiensi dan efektivitas, raiser dibuat di tingkat sentra produksi, agar tidak jauh dari lokasi para pembudidaya. Raiser ini idealnya berbentuk koperasi yang beranggotakan para pelaku usaha ikan hias air tawar, yaitu pembudidaya, supplier dan eksportir ikan hias air tawar. Agar koperasi raiser yang akan dibentuk dapat berfungsi optimal, memerlukan beberapa persyaratan, di antaranya : (1) Komitmen dari stakeholders (pemerintah dan pelaku usaha) untuk mengembangkan raiser ikan hias air tawar melalui koperasi ; (2) Dibutuhkan pembinaan yang intensif dan konsisten dari instansi terkait dalam hal ini Dinas Kopukmperindag (3) Adanya pengurus, pengawas dan pengelola yang amanah dan professional.
  3. Level ketiga adalah Asosiasi Eksportir. Asosiasi ini berperan sebagai wadah pertukaran informasi di antara sesama eksportir, kerjasama dalam program promosi dan melakukan advokasi kepada stakeholders ikan hias air tawar khususnya kepada pembuat kebijakan (Pemda dan DPRD).

Faktor yang mempengaruhi pengembangan usaha distribusi ikan hias meliputi :

1 Faktor internal

– pedagang memahami produk yang sedang trend di pasaran

– Ikan hias yang dijual di wilayah Bogor memiliki diversifkasi produk

– Pedagang ikan hias di wilayah Bogor tidak merasan adanya keterbatasan akan fasilitas operasi dan transportasi

– Dari segi promosi tempat ini sudah optimal

2. Faktor eksternal

– Lokasi terletak di pusat kota dan selalu ramai dikunjungi

– Kemudahan sarana dan prasarana dalam proses jual belikarena pasara mudah dijangkau oleh kendaraan bermotor

– Perkembngan industri ikan hias dari tahun ke tahun semakin meningkat dan terus mengalami pertumbuhan

Strategi Pengembangan ikan hias

Untuk meningkatkan pengembangan ikan hias di Kabupaten Bogor maka perlu dilakukan langkah-langkah sebagai berikut :

  1. Penguatan dan pengembangan jejaring pemasaran domestik. Penyangga utama industri ikan hias Indonesia adalah jejaring pemasaran domestik karena berapapun besarnya produksi ikan hias Indonesia, jejaring pemasaran domestik harus dapat menyerap produksi dan mendistibusikan dengan baik agar kualitas dapat terjaga. Jejaring pemasaran ini berkaitan dengan pihak-pihak pemangku kepentingan yang lain, seperti sarana prasarana transportasi yang berkaitan kementrian PU, Kementrian perhubungan dan lainnya
  2. Perluasan dan penguatan pasar tujuan ekspor. Pada ikan hias, ekspor merupakan kegiatan pemasaran yang dominan dilakukan para pengusaha, karena pasar yang besar serta terbukti industri ini menyumbang keuntungan besar kepada para eksportir saat Indonesia terpuruk krisis ekonomi, hal tersebut karena para eskportir mendapatkan keuntungan dari hasil ekspor sedangkan sebagian industri lainnya yang mengandalkan teknologi tinggi dan mengandalkan input sari impor yang tinggi mengalami kerugian cukup besar pada masa itu.
  3. Penguatan branding dan promosi. Branding ikan hias Indonesia merupakan hal yang penting, karena walapun potensi ikan besar, tetapi nilai ikan hias dengan ukuran dan jenis yang sama tetap lebih rendah dibandingkan ikan hias dari Singapura. Minimnya promosi di luar negeri serta penyebaran informasi mengenai ikan hias Indonesia, serta rendahnya kepercayaan negara lain terhadap Indonesia menyebabkan ada beberapa ikan hias endemik Indonesai yang diakui negara lain. Sehingga penguatan branding ikan hias adalah mutlak dalam rangka meningkatkan daya saing

Alternatif strategi dalam upaya pengembangan usaha ikan hias yang dapat dilakukan diantaranya : Peningkatan pembinaan sumberdaya manusia, Peningkatan teknologi usaha ikan hias, Penyediaan sumber permodalan usaha ikan hias, Peningkatan sarana prasana usaha ikan hias, Penyediaan informasi pasar dan harga, Pembinaan kemitraan usaha ikan hias, Penyusunan tata ruang laut usaha ikan hias, Pengendalian pencemaran, hama dan penyakit hias, Penertiban izin usaha ikan hias.
